Um...what in the reference you cited indicates that the drop in apprehensions and interdictions is indicative of ICE's effectiveness rather than a decline in its effectiveness?

There also, for instance, will be fewer Southwest border apprehensions/interdictions if would-be illegal migrants across that border have undertaken other ways to enter the country. The point being the metric you've cited is irrelevant until it's complemented with a credible figure indicating how many migrants have, in the time period noted, attempted to illegally enter along the Southwestern border.

The site you've linked notes the following:

In May, a total of 5,432 people presenting themselves at ports of entry on the Southwest Border were deemed inadmissible compared to 4,649 in April and 4,395 in March. In Fiscal Year (FY) 2016, 150,825 were deemed inadmissible compared to 114,486 in FY15 and 90,601 in FY14.​

While not conclusive, that pattern suggests people simply aren't any longer trying in as great numbers to enter along the Southwestern border. It stretches credulity to think the desire to enter the U.S. has dissipated; thus the rational thing to do is determine conclusively whether they are exploiting porosity elsewhere along the U.S.' border.

It indicates that illegal traffic has substantially slowed primarily due to the mere election of Donald Trump.

ICE has hardly started even using the new broom.
