Looks like the prosecutors aren't going to overcharge her like they do in so many other high-profile cases. However, I would say the idea that this was premeditated does have some validity. If she had a known prejudice against cops, it's not likely that the fact that her victim was a cop is a coincidence. It would be difficult to prove intent, but the circumstantial evidence is strong.
