Obama did this for several reasons and one of them is he doesn't want to solve the problem. Once it's permanently solved the issue disappears and he can't use illegals as pawns in his constant game of political chess.

Pass immigration legislation

What will they do? What will they do?
Drop the over 300 bills Harry Reid is sitting on, on Obama's desk.
Pass a budget for the first time since Obama has been in office.
That's a good start.

None of those bills have the 60 votes they need in the Senate. They will never see Obamas desk
