The Immigration Reform and Control Act of 1986 increased border security, enacted penalties against employers who knowingly hired illegals (which led to some employers not hiring people if they looked foreign), and granted amnesty to nearly 3 million illegals. It also created the H-2A visa, but did not provide any other new paths to legal status or citizenship for immigrants.

Reagan couldn't wait to sign that bill, if he didn't like it he could have demanded it remain in committee or he could have vetoed it but neither happened. The problem is Republicans were happy with that bill and also happy with effort of George H. W. Bush to extend amnesty to family members who were left out of the 1986 bill.

You realize Reagan's amnesty PROVES that unless we close the borders all we will do by another amnesty is attract millions more. Reagan Amnestied less then 3 miullion with a promise from Congress it would close the Borders which they did not do now we have 11 to 20 million more wanting the same deal and still no effort to close the border.
