Obama/Kerry admit it.
John Kerry: Some sanctions relief money for Iran will go to terrorism
John Kerry: Some money Iran received will fund terrorism - CNNPolitics
Well, it was bad enough that a big part of the $1.7 billion — about $400 million — was paid out as a clear bribe for the return of four American hostages, a violation of U.S. law.
But now we find out from a new report by the American Action Forum (AAF) that $37.4 million of the ransom money likely has been handed over to the Iranian Revolutionary Guard Corps (IRGC), the group that carries out terrorist operations around the world and that has murdered Americans.
"Applying the official (Iranian budget) spending levels to the U.S. payment to Iran, the $1.7 billion would mean $37.4 million for the IRGC," wrote Rachel Hoff, the analyst at the American Action Forum who calculated the amount.
"Paying ransoms in exchange for Americans held abroad is one bad policy," Hoff said. "Indirectly funding terrorism is another."

So where has been the investigations of Obama/Kerry/Hillary regarding helping to fund terrorists groups?
Doesn't that qualify under:
18 U.S. Code § 371 - Conspiracy to commit offense or to defraud United States
If two or more persons conspire either to commit any offense against the United States, or to defraud the United States, or any agency thereof in any manner or for any purpose, and one or more of such persons do any act to effect the object of the conspiracy, each shall be fined under this title or imprisoned not more than five years, or both.
If, however, the offense, the commission of which is the object of the conspiracy, is a misdemeanor only, the punishment for such conspiracy shall not exceed the maximum punishment provided for such misdemeanor.
