Such transactions could have helped provide North Korea with an economic lifeline and eased the isolation of the secretive communist state, whose leader, Kim Jong Un, is due to meet U.S. President Donald Trump in Vietnam this week.

Primportbunker, the owner of the vessel the crew members said made the transfers, did not respond to requests for comment by telephone. No one answered the door when Reuters visited the building where Primportbunker has its headquarters in the port city of Vladivostok on Russia’s Pacific coast.

On the four voyages between Oct. 13, 2017, and May 7, 2018, the Tantal tanker gave its destination as the Chinese port of Ningbo when it set sail, according to port documents seen by Reuters and tracking data from financial data company Refinitiv." Russia and China have both been doing this regularly for ages. One of our government agencies busted them a few years ago, pics and everything. It led to some increased sanctions.

On any countries continuing to violate the sanctions against NK. Some of the banking sanctions were a reaction, I think. Sorry, but it was awhile ago so I don't remember details now.

Perhaps it is because they are under no obligation to and haven’t any good reason to observe US sanctions that do not benefit them, or anybody else.

Gee, with the state of the world perhaps we should go to war over such serious happenings.

"What is Trump going to do"? Give me a freaking break. What did LBJ do when NK captured the Pueblo? What did any president do for the last seventy years after Harry Truman managed to grasp defeat from the jaws of victory and left us in a state of war with N.K.? Trump has taken the U.S. farther in negotiations than any other president and the crazy domestic and incoherent foreign left hates him for it.

Yupp!
All previous U.S. Presidents have been a deer in headlights.

he can easing sanctions on NK? but USA has to put extra sanctions on Muscovy, for destabilization of our planet

Perhaps it is because they are under no obligation to and haven’t any good reason to observe US sanctions that do not benefit them, or anybody else.
So keeping nuclear arms from a rogue country is not a good reason? Kim Jong-Un is a nutter and you know it. It benefits the planet to get him in line with those nuclear warheads.

Good reason or not, economic sanctions are strictly ILLEGAL!
The 1906 Hague Conventions that the Geneva Conventions are based on, strictly prohibit any embargo of civilian commerce.

But this is MUCH worse of a crime than that, because the US was just awarded ownership of the ship the US illegally seized.

US awarded ownership of seized North Korean vessel

{...
Washington (AFP) - A New York court has formally handed the US ownership of a North Korean cargo ship seized for violating international sanctions, the Justice Department said.

The 17,061 ton bulk carrier Wise Honest -- the first North Korean vessel seized by Washington for sanctions violations -- was caught carrying a $3 million shipment of coal in Indonesian waters last year and later handed over to US authorities.

The court in the Southern District of New York ordered the vessel to be forfeited to Washington and for the Treasury Department to "dispose of" it, an order released by the Justice Department showed.

The sale process has already taken place, according to the US Coast Guard, which earlier this month said the ship had been auctioned in a court-ordered process.

A tug had towed it away from Pago Pago in American Samoa, where it was held, the Coast Guard added, without specifying the buyer or the price.
...}

This is about the single most illegal and corrupt action I have seen in a long time.
It is like letting a cop pocket the money from the bogus speeding ticket he writes.

So you think that causing the civilian population more starvation and deprivation, in violation of the law, is an appropriate action, when it can not possibly prevent North Korea from going nuclear?
All this does is prove to everyone that North Korea was right, and the US is rogue.
It is the US that is breaking the law, not North Korea.

If the US was to blow up some nuclear or missile site, that could be defended as preventive.
But there is never any possible legal defense for interdiction of civilian commerce.
That is always completely illegal, cruel, evil, and unwarranted.

Economic sanctions on civilian commerce is completely illegal.
It is a war crime.

This is from US military manuals:
{...
III. Military Manuals
The US Naval Handbook (1995) states: “Neutral vessels and aircraft engaged in the carriage of qualifying relief supplies for the civilian population … should be authorized to pass through the blockade cordon.”

The US Naval Handbook (2007) states that “neutral vessels and aircraft engaged in the carriage of qualifying relief supplies for the civilian population … should be authorized to pass through the blockade cordon”.

Customary IHL - Rule 53. Starvation as a Method of Warfare

So even in an actual declared war, it is illegal to interdict civilian commerce.
It is even worse to do so without a formal declaration of war.
