Never heard of a business being forced to do business.

The service areas on the NY Thruway are there to provide services. It is a matter of public interest.
If the chicken sandwich place does not wish to comply with public interests they should never have signed a contract, if they has a contract in place yet at all. They knew damned well the nature of this concession.
