People on the ground there are making it known that the response is not meeting the need, for whatever reasons. I don't think it's because Trump doesn't like PR's. Nobody is criticizing the men and women on the ground helping. I'm sure they are doing the best they can with what they've got.

The criticism is that the management and leadership of relief efforts have thus far been perfunctorily commenced. It seems as though there's simply no sense of urgency.
And to top it off, we have Trump trying put lipstick on the pig that is the slow arrival of aid and supplies, talking about what a great job we're doing.

By most on-the-ground accounts, Trump's Administration did a good job helping in Houston after Harvey and in FL after Irma. I would expect to hear the same positive reports from Puerto Ricans, and yet that isn't what we're hearing.

No one was hesitant to order help for Puerto Rico. Help started pouring in the second the hurricane permitted it.

Here again, given Trump's less than stellar standing among Latinos, you'd think given that it's Puerto Rico that got clobbered, Trump would have, if only for political purposes, been "all over" making sure the people of PR got "taken care of" at least as well as the people of Texas and Florida.

The reason one'd think that is that basic human nature is such that people, all people, will give someone a second chance if that person "steps up" and does right by them, makes sure to exceed expectations, in their hours of greatest need.

PR's disaster was Trump's opportunity to rebuild the bridge with the Latino community in the U.S. Instead of taking that "bull by the horns," he squandered an opportunity that (1) a better one he nor anyone else could have engineered and (2) that literally fell into his lap. Handled correctly, "Maria-PR" could have played an instrumental role in helping him overcome his problem of being seen as "Latino-Hater in Chief," "Racist in Chief" and "Divider in Chief."

Why would they need to? Hurricanes do not sneak up on countries. Maria most certainly didn't.

General Scenario Model
One sees hurricane coming, and thinks, "Oh this could be quite bad, and, hmmm...it's an island, so we'll need a ship." That much figured out one acts:
  1. Load a freighter with the most basic of things -- water, MREs, meds, rescue equipment, maybe some generators and fuel -- that might be needed.in the immediate aftermath of the 'cane."
  2. Send the freighter to safe open waters a day or so distant from the island.
  3. Have the boat captain coordinate with weather people so the boat arrives offshore within an hour or so of the hurricane leaving.
  4. Helicopter carried aboard the freighter ferries supplies and personnel onto the island.
  5. Launch small beach-capable boats carrying rescue personnel and supplies from the freighter.
Obviously there are other planning approaches and more details that can be added, but the scenario model above should be enough for the "average bear" to get the gist of why a helicopter wouldn't need to fly 2000 miles from FL. It remains to be seen whether it's enough for the "average guy" to get it.
