First, he is black. Second, this makes Dallas the largest city in America with a GOP mayor. It is speculated that this is a move to enable him to run for a state-wide office in the future. Whatever the case, it is a brave move to make in a blue city. This will most likely be his last term as mayor.

Just read his WSJ editorial this morning.

He points out that Dallas is one of the top largest cities in the US.

It also happens to be the one with the lowest crime - by far.

And it's the only one now run by a Republican.

Lived in a smallish town in college in the early-mid nineties. The mayor there switched from Dem to GOP. He was defeated in the next election. Oh, and it was a predominately black, and a shithole. It is in the south and and blacks flock to certain cities for their gubmint benefits. At least they did back then.
