Indeedy. War can cause terror as all wars do, but becomes terroristic when one or both groups primarily and intentionally target civilians. Which is what Palestinans, Muslims, and Hamas do all the time. There are other groups on the list of terrorist organizations, and clearly Hamas belongs with them.

HAMAS fired rockets from Gaza into Israel in 2007 but focused more mortar on attacks targeting Israeli incursions.

Not really, but I would question why they were visiting a war zone.
So then, why are Palestinan civilians and non-combatants in a war zone when the IDF is conducting operations.Why aren't the terrorists away from them and engaging the IDF like men instead of hiding behind the women and kids. And I don't want to hear "They live there" or "Where would they go?" None of yer namby pamby retorts.

War is not terrorism. I suggest you read about the cities that were virtually decimated by air bombing campaigns during World War II. There is a very distinct definition of terrorism, and Hamas fits that definition to the T.
I suggest you read up on wars of aggression and then tell us which country is the greatest purveyor of violence in this world.
