Again, best look at the reality of the engineering needed to do that. And all dams are designed for overflow, failing to do that would result in failures like the Teton Dam, that was filled before the spill gates were ready, and they could not empty the reservoir as the dam started to fail.

Secondary dams. It aint rocket science. Or recharge the ground water as Yeller pointed out. You could put a 1/2 dozen secondary SMALLER reservoirs that feed off the overflows.

But TOTAL CAPACITY is the main problem. And from living there, there are all kinds of opportunities to place new reservoirs. Just look at the list that have been KILLED in the past 30 years.
