The Chinese STOPPED devaluing their own currency as soon as Trump was elected. The value of their currency has gone UP steadily all year. So how or why would President Trump label them a currency manipulator if they are NOT doing it now?

President Trump already got the Chinese in line because they are terrified of the prospect of the US slapping tariffs on their goods, just as President Trump threatened to do.
