Technically, I suppose it does qualify, realistically it’s very effective.

I myself think that does not qualify as torture, and m-w.com agrees with me:

1 a : anguish of body or mind : AGONY b : something that causes agony or pain
2 : the infliction of intense pain (as from burning, crushing, or wounding) to punish, coerce, or afford sadistic pleasure

I also think its use is entirely appropropriate when harvesting information from terrorists.
