Can you opt out of Obamacare?

So in three years I'm going to lose Tricare and be back in the civilian job market. It's my understanding that this will require me to enroll in universal healthcare. While I have no problems paying for it, I have my reasons for preferring not to use it myself. Is it possible to opt out of the program in that way?
 
I meant something more along the lines of paying for universal healthcare while not actually covered by any insurance plan.
Sure. Pay the fine on your taxes.
So the only way to pay into it is by taking the fine for not using it?

All you have to do is check on the box on your tax return that says "Yes, I have insurance." Unless you get audited, which is highly unlikely if you make less than $100k a year, they won't actually check.
