Can they be fixed?

The mayors of Philly and Baltimore talked about fixing their cities at a recent mayors conference. The question if we want to solve this problem would it be cheaper to contract with all the cruise ship companies for the transport back to Africa or just order the Navy to do it? I'm guessing the savings would pay for itself in no time.

Why not just inflate those big lips with some helium and let the wind take them back to the mother land.
