I think Israel suffers from lack of manpower because majority of Jewish population unfortunately does not live in Israel. Jewish population is scattered thin all over the western world. Although Jewish diaspora abroad does its best to rally support for Israel but at the end of the day, it is Jewish folks who have to fight for Israel. And to fight any war, you need people. That is why Netanyahu is trying to encourage Jewish folks to move to Israel.
