On the other hand, the Government provides for local agencies that manage the water supply to regulate their prices to encourage users to not to waste this good.

He is still allowing Fracking which uses tons of water. He won't stop the protection of one little fish and he is not doing anything about getting any ocean desalination plants.
San Diego has to fight for 6 years in order the get their plant up.

If the State restricted water going to agriculture, lots of farms would stop producing as much, which would mean less work for illegal migrant workers, which would have the effect of a voluntary deportation.

Just have to sacrifice agricultural production.

Look, California is under a drought condition. It happens. We had one here on the east coast for 5 years. During those same 5 years, the west coast was getting record rainfall.
This is not 'climate change"..These conditions are due to climate cycles.
Have you noticed that even though the so called experts were convinced the frequency of major land falling hurricanes HAD to be due to global warming/climate change?.....And of course what has occurred since the mid 2000's? The number of land falling hurricanes is less than 5...In ten years....Must be because of climate change....Must be.
