Well, I'm pretty sure there are dems in city govt pushing for payment. Still, isn't this really a poster child for Detroit. I mean something new will emerge, but if a bankrupt city has to pay for water either for people who won't pay, or who cannot but who choose not to live in Sec 8 housing where it's part of "the deal," what's really the point in even having a city?
