His FISA warrant had run out and there was insufficient evidence to reauthorize it except for the contents of that Russian dossier as testified under oath by McCabe. The dossier connected Page to the Trump campaign and administration.

Progress that McCabe, under oath, said wasn't happening and therefore, without the Russian dossier, they had insufficient reason to receive a FISA warrant.

We don't know what McCabe actually said because his entire testimony has not been released to the public yet.

So no one can rely on Nunes' claim that McCabe testified there would have been no warrant sought without the dossier until we get to see the entire transcript to see what McCabe actually said.
