Many billions will be spent on windmills and solar, as they are now cheap enough generation that it is profitable to retire working coal plants, and get the power from the wind and sunlight.

Mandates plus billions in government subsidies can make lots of uneconomic activity.....profitable.

Yes, why not? And enforce the regulations that keep the coal plants from poisoning us, as well as regulations that protect the watersheds against the extraordinary pollution of mountain top mining.
