The FBI investigates crimes and threats to national security, you appear to be confused on how those investigations are launched, they're not launched by the media, they're not launched by what the national enquirer publishes, they're not launched by RNC pamphlets, they're launched when probable cause exists to indicate a crime has been committed or a threat to national security exists, probable cause ultimately must be justifiable in a court of law, so the FBI doesn't have a tendency to just willy-nilly launch investigations based on "conservative conspiracy theories".

....But of course if actionable evidence is uncovered by the FBI, Hillary (and I suspect many of her worshippers) will claim that the FBI is just another wing of the Republican Party, so there is that, not to mention that if Hillary was video taped conducting human sacrifice with 5 year olds on the White House lawn her legions of apologists would swear up and down that it was just another "conservative conspiracy theory" because you really don't care if she committed a crime or not.
