Baltimore...crime is up...up..up..why?

Baltimore - murder rate up 47% in one year.
May 2015, so far...so far..already up 67% over last year.
Violent crime as a whole...breaking all time records this year.
Why?
There are two schools of thought, one the narrative set by black leadership and liberals is, wait for it.... a lack of money. Money for education, money for job training, money for community action groups...crime is up because government spending is down.
Does that make sense? And who is cutting the spending? In Baltimore and Maryland?
The problem with that narrative of course is that it does not explain such tremendous increase in just one year.
The second narrative set by law enforcement and conservatives is police have backed off over the course of this year nationwide because of feared backlash. - See that guy whose walk indicates he is carrying a gun? - let him go, see those suspicious kids in the alley? - keep driving.
Indeed, looking at Baltimore arrest records - arrests are down...a lot. And it is down in the middle of a record crime wave. In the words of a police spokesperson on CNN (identity hidden) he states police are no longer proactive. They are not stopping suspicious characters, they are only reactive...come only when someone calls.
Does this makes sense? (as to the crime hike)
Makes more sense to me than the liberal narrative.

Baltimore police are probably not taking any chances.....also....guns are hard to get permits for in Maryland......so only criminals have easy access to them......
