Don't forget WW1 is included and amazingly WW1 Military leaders were influential as late as Korea. Anyway it seems that General Short and Admiral Kimmal get the blame for the negligence of Pearl Harbor but was the criticism fair? General Marshall was in charge.
 
General Edward (Ned) Almond. WW1 veteran commanded a division in WW2 which did poorly in combat in Italy. Almond blamed the Black Troops under his command for the poor showing. Almond went on to be MacArthur's boot licker in Tokyo after WW2 and led Troops in Korea into the biggest ambush in history.
