As far as I understand, the Monroe Doctrine applies not only to the American continent, but to any government of the World that has declared independence.

For example:

America has the right to support Northern Afghanistan(Northen Aliance), which has declared independence from the Pashtuns.

America is entitled to the support of Uyghuristan
(Eastern Turkestan) and Tibet, which have declared independence from China.

America is entitled to the support of the peoples of Southeast Asia who want to get rid of the bloody communist regime.

America has the right to the support of the people of the GDR, which is illegally seized by Germany.

And so on.

Any subject that has exercised the right to self-determination is subject to the protection of the US military, and therefore, according to the Doctrine, the US has the right to intervene in any conflict, if it is a question of the Freedom of Peoples.

[...] With the existing colonies or dependencies of any European power, we have not interfered and shall not interfere. But with the Governments who have declared their independence and maintained it, and whose independence we have, on great consideration and on just principles, acknowledged, we could not view any interposition for the purpose of oppressing them, or controlling in any other manner their destiny, by any European power in any other light than as the manifestation of an unfriendly disposition toward the United States.

Monroe Doctrine

If omerica stands for liberty and accountability they will maintain the hearts of the worlds citizens. Citizens shpuld decide ther collective fate and if America can defend these citizens it is most noble to do so.

The Monroe Doctrine applies only to the Americas. Yes, we have intervened on behalf of nations that are not part of the Americas. In those cases, it was not the Monroe Doctrine that applied.
