As far as I understand, the Monroe Doctrine applies not only to the American continent, but to any government of the World that has declared independence.
For example:
America has the right to support Northern Afghanistan(Northen Aliance), which has declared independence from the Pashtuns.
America is entitled to the support of Uyghuristan
(Eastern Turkestan) and Tibet, which have declared independence from China.
America is entitled to the support of the peoples of Southeast Asia who want to get rid of the bloody communist regime.
America has the right to the support of the people of the GDR, which is illegally seized by Germany.
And so on.
Any subject that has exercised the right to self-determination is subject to the protection of the US military, and therefore, according to the Doctrine, the US has the right to intervene in any conflict, if it is a question of the Freedom of Peoples.
