One "unit" is 4 ships with sensors, ground control station, comms and datalinks. Unit cost $56.5 Mil as per USAF.

The difference is that the Chinese balloon was in US airspace, the US drone was in international air space. Anyone can operate in international airspace without hinderance. National air space only extends twelve miles from the coast. Many nations have an ADIZ that extends further, but operating in it just means you will be intercepted and identified.
