No, they can't. This is forbidden territory because of military operations.
Countries can close their own airspace whenever they want. They cannot close International airspace by dictate.

They can only issue a warning (which they are required to do, and Russia did).

Oh, really? How fluent is your Russian, and how often do you read their military books, journals and other sources?
For example, this month, in their journal Voennaya Mysl' (Military thoughts) was published quite interested article: "The role of Strategic Missile Forces in countering NATO's Strategic Multi-Domain Operation", in which they discuss feasibility and necessarity of preemptive nuclear attack against NATO forces.

That number is what you get when you ask a journo, lol. They tend to take the entire program costs over the life cycle and divide by the number acquired, but really the airframes are the cheapest part...

One "unit" is 4 ships with sensors, ground control station, comms and datalinks. Unit cost $56.5 Mil as per USAF.


If you look at the appropriations for just the UCAV and nothing else, it's about $11 Million per copy.

From 2016:

"General Atomics - Aeronautical Systems Inc., Poway, California, has been awarded a $399,979,895 firm-fixed-price contract for MQ-9 Reaper production. Contractor will produce 36 MQ-9 Reaper aircraft in the fiscal 2016 production configuration. Work will be performed at Poway, California, and is expected to be complete by Aug. 31, 2020. The difference is that the Chinese balloon was in US airspace, the US drone was in international air space. Anyone can operate in international airspace without hinderance. National air space only extends twelve miles from the coast. Many nations have an ADIZ that extends further, but operating in it just means you will be intercepted and identified.
 
The Black Sea is international waters and airspace. American ships and aircraft have just as much right to be there as Russian ships and aircraft do.

And what did, say, Harry Truman, when the Russians shoot down PB4Y2 Privateer (and killed ten crewmen) oven neutral water of Baltic back in 1950? Nothing.

Maybe the Pentagon will release the video. They are saying the collision was accidental and nearly took both aircraft down. Who knows.

Romania is also an operator, and we've been flying those orbits monitoring the BSF for over a year- it was inevitable that one would be lost at some point.

But Russia should be careful- next time the drone might be the one that "loses control"...
