If there was anything there, then they should and would have included it in the first impeachment.

They've already indicted him once on that bogus charge, but are refusing to allow the case to go to trial. At this point, the only thing that they can do that is not blatantly illegal is to pass the AoI on to the Senate, for a trial. And if the Senate acquits him, (which, given the lack of any credible evidence to support the absurd accusation, is pretty much assured) then that's the end of it. The Fifth Amendment explicitly forbids trying someone a second time for the same alleged crime, if he is acquitted the first time.
