All legislation has cost impacts at all level of society.

That amendment would effectively change the powers of Congress and the President. It also would swamp a part time Congress with minor expenditures

Yes, clueless people like me think we can live our own lives and make our own decisions. It is realists, such as yourself, who realize government has to do it for you.

28. No governmental entity or regulatory authority may impose any costs, directly or indirectly, on any citizen or private entity without explicit legislative approval from Congress and signed by the President.

I think there should be an amendment that no regulation shall have the force of law or impose penalties on American citizens until it has been approved by a majority vote of both houses of Congress and signed by the president.
