As Papa pointed out, the housing bubble didn't happen overnight. It was in the making for years. It's just that when Clinton left office, the economy was going down. It stayed down until Bush revitalized it with tax cuts which was incredible given we suffered the worst attack on foreign soil since our founding. Once the economy started going up, people started to take advantage of the new government guidelines to buy homes due to an effort to increase minority home ownership. Democrats played a large part in that as well.
