Well, the do dominate the sport. They have 4 world cups to one for Japan, Norway and two for Germany. Germany are out, Norway are out.
Every team goes through phases. Sometimes you have a great player or a great bunch of players, and then they get old and another team has great players. Right now James for England is looking amazing where as Brazil's Martha is old and the US's Rapinoe is getting old.
Rapinoe gets flak, but she scored in the win at the last final, player of the match, she played in the win over Japan four years before that, but the US went through three world cups without winning, two without getting to the final. The US's worst performances have been third.
However money is entering the game. England have outspent most countries, certainly in Europe and probably in the world.
Look at men's soccer. Germany won in 2014, then in 2018 they came bottom of their group stage.
Spain won in 2010 and came third in their group stage in 2014.
Italy won in 2006 and in 2010 they came bottom of their group. They also won the Euros in 2021 and failed to get to the world cup in 2022 (and 2018)
That's why soccer is popular, because you never know what's going to happen.
