They like it kind of loosey goosey up there in Chitcago. The community does not mind and aren't (in the city government's consideration) worth worrying about anyway. Normal people are free to move away, and probably should stay out of black neighborhoods, if they can't stomach that kind of violence, or do not want to buy and carry superior firepower and personal protection gear.
