A Fatwah isn't specifically limited to wanting someone killed, but it is considered in Islam to be a lawful decree. Generally, a Fatwah is for action/obedience by Muslims. The problem with thinking that the administration should "level" Tehran, is that most Iranians don't like the Islamist government and want Prince Pahlavi back. Destroying Tehran would kill them as well.
