so using mug shots of rapists and killers for target practice is bad, but rape and murder is no big deal?

They are using old photo lineups...commonly for victims to ID a suspect. its why all 6 photos are similar.

With lower budgets...PDs cant buy as many normal targets and need to save paper.

So...why throw away good paper w targets when they save money using them?
