She should be charged with cruelty to animals. That just reminded the tiger how much it is caged in, trapped.

There is nothing that tiger would have liked more than a fresh kill and some warm meat.

I'm not sure but I don't think that it was really criminal behavior just stupid.

Somehow there is a faction of mostly deranged people who believe the lame saying "if they know you mean them no harm they won't hurt you". Factor in the old Vegas act and the fact that tigers are fuzzy and cute and you have a recipe for disaster.
