If she is consistent with her “no hats in class” rule, then I support her. If kids are wearing hats regularly and she does nothing, then she has a big problem.

If I were teaching, my rules would be no hats. Period. I would also make everyone put their phone in silent mode. If someone was on the phone, I would assume it was an emergency and the student take themselves and the phone to the front office to address the matter..

The worst development is when one or a few teachers let the rules slide. Then the students so inclined stroll into every class thinking is must be ok to "get away with it." Giant pain in the ass.

When I was in school, that hat would have been knocked off my head by the first teacher that saw me wearing it indoors. Are these people raised in a barn?

Would they do such a thing to someone who wore a hat to cover up the bald head that they have due to Cancer?
