Medi-Cal was financed 70% by the federal government, 21% from the state general fund, and 9% using other state and local funds.

does that mean it is a "matching funds" program? i.e. the money one claims to spend/need the fed matches dollar for dollar?...one would just have to claim that their entire "Medi-cal" funding is half of what they spend/need and would then get completely reimbursed for the program somebody else is taking credit for.

I tried digging a bit deeper into it too and found that it's as clear as mud with so much juggling of figures. Small wonder there is so much fraud in the system.

I was hoping you had something better, and it was just me and the Duck. Be that as it may, it is safe to say at least 50% come from the Federal Budget, fed by Federal taxes paid by Americans, across the country. If Excalibur's report is correct, California is using our tax dollars, paying health insurance for Mexican nationals living in Mexico, it stinks to high heaven. If accurate, we will no doubt be hearing more.
