It wouldn't surprise me if their intention was to keep Joe propped up in hopes he can win in Nov. Then, at the first opportunity, have him step down so Kamalalala can become president*.

I think the plan all along is to have him re--elected then step aside and make Harris POTUS since there is no way in hell she can win on her own.
