The fuel cost for most items is quite marginal and outweighed by other costs, specifically labor. Lowering the cost of oil a little when it contributes only a little to the cost of items is going to wind up being a negligible effect.

The most relevant thing Trump has done for oil prices is convince OPEC to pump more oil.
