No. But that is a large part of the Administrative State favored by Democrats.
And it’s not “enact.” It’s just “issue” or “promulgate.” You know. Dictatorial type fiats. (Absent Congressional authority via an actual law, of course, most of the EO’s are simply unconstitutional.)
Trump signed 220 executive orders in 4 years.
Obama signed 280 in eight years.
So far Biden 142.
