If US companies don't have to compete with foreign goods they will have little incentive to be more productive.

Quality is nice but it is productivity that matters. US Steel companies, like the Europeans before them, didn't invest in their own means of production. They offered stock dividends and high salaries/benefits instead. Meanwhile their production became increasingly inefficient and ended up moving to China, Japan, and South Korea. US companies, like auto makers, who bought steel were unable to compete with foreign cars made from cheap foreign steel. Protectionism only delays the inevitable.
