Whose weak actions? How about the NATO deadbeats who are not meeting their military budget obligations?
The US is getting sick and tired of protecting the EU, since 1945.
Trump recognized the unfairness of Germany buying Russian gas funding their military while the US spends $billions protecting the EU from Russia. It made no sense.
The EU needs to pay up and meet their obligations to keep Ukraine from falling to Putin, as you say, Putin recognizes the EUs military weakness.

Weak words won't provoke WW3, US President Teddy Roosevelt said "speak softly and carry a big stick". The US and Russia have big sticks, huge nuclear arsenals and advanced weapons.
So tell your EU big mouths to stop with the "decolonisation" of Russia talk, and start manufacturing weapons, to avoid WW3.
