I was serious about my first post int his thread. I bet we could figure out a way to make minimum security prisoners and older prisoners not only less of a tax burden but also invigorate a few markets while practicing the creation of habitats in severe locations.

Global warming melting the ice caps and causing the water level to increase? Let's create a water filtration industry that is prepared to make large scale drinakble water out of it and sell it to communities created in harsh waterless locations. a new frontier, if you will.
