I don't know about Canada, but the Mexican government fills it's coffers with money made from drugs smuggled into The United States.

Since the Mexican government has a financial stake in the drug smuggling, then the Mexican government must face the consequences of aiding and abetting the drug trade.

United States citizens using those smuggled drugs doesn't excuse what the cartels and the Mexican government are doing.
