It's interesting, in SIngapore, in the 1950s, they had race riots across the city-state. As a result, the government had forced integration of living space.

In any given apartment and housing area, a certain percentage must be sold to groups of each ethnic group. And the race riots haven't happened since.

I highly doubt we could do the same here, especially under a "democracy". I'm not sure what we could do to break up the tribes.
