I think she uses her cackle as a shield... it comes out when she is lost for a coherent thought and isn't sure if anyone will take her seriously for what she just said...
So just in case... she laughs... that's how shallow she really is....

I think similarly. I think it's more of a reassurance mechanism. When you are not confident about what you are saying and you laugh and look around trying to see if anyone else is laughing, and because she's a woman of power, she can usually get people to go along.
