With regard to California, Oregon and Washington, their extreme western edges where most of the population resides, control the votes, not the more rural, less populated areas, which cover most of their states. When you have large city populations, they rely on various local government programs and vote accordingly.
In Minnesota, Minneapolis and Saint Paul are the major cities and thus control how the state's politics stand. It's pretty much the same in the east coast. The larger the concentration of populace, the more they want "things" given to them by the local government. They just don't equate more "things" given to them with their higher taxes.

I heard today the Y chromosome rate is literally shrinking. I spend time in an example city, on occasion, can't believe how many gay, they're everywhere, near as I can tell the rate is highest in the nation, about 1.5 hrs. from SF. Where even heterosexual males are often soft and pampered.
