Why do people debate over health insurance when medical costs are the real issue?

Being in the business for many years my colleagues and I have always wondered why Obama and company didn't go after health care providers instead of insurance companies. Sure insurance companies have so-called blood on their hands but the actual cost of procedures and drugs should have been gone after first.
