The only way these two merge is if some sort of North American Union is created in which both are absorbed...

Annexing Canada would result in multiple new states and most of them would be like a new California / New York. It would be very hard for Republicans to win future elections with those theoretical states, despite the liberal factions both getting beatings in the USA and Canada recently.
