I should have said 12 bar blues usually contains a minor SCALE with dominant 7th chords.
And dominant 7 is a major chord with the subtonic extension.

The blues scale is just a minor pentatonic with the minor 3rd and subtonic bent up microtone.

The inherent tension in the blues scale comes from the dissonance created by playing a minor 3rd and subtonic over major chord progressions.

The bent 3rd and subtonic are the blue notes.
