Interesting thoughts on this, you’ll have to write your congressman to change the current law.

Right now SS is a tax paid to govt, sure the money was earned, but like all taxes the govt took it, and the law doesn’t allow him to pass it on to his children, like he can with the funds the govt didn’t tax.
