Who held off the FBI and why?

The FBI blows another one, they had this killer in their data base and he was at one time on a watch list. Why was he able to still pull this off? The Boston bombers were on the FBI radar as well and so was the San Bernadino terrorists so who dropped the ball. Who gave the order for the FBI to look away? Why did our well trained FBI not connect the dots? or did they?
I want answers is what I've been telling myself but then I look at the house and the White House today and I may have my answer. I believe this is nothing more than Fast And Furious on America's soil. Allow an attack so horrible as to get the American people to give up their rifles. It's either that or our FBI needs to be cleaned out from top to bottom and refilled with patriots that can actually do their jobs. Multiple failures from the FBI is no coincidence.

I agree...but it's time to ask why...are they looking the other way knowing or hoping there will be bloodshed? They looked the other way with Fast and Furious so maybe this is by design.
